Property Condition Assessments are an integral part of our Site Development Engineering Services for potential mortgagees, investors, or property owners to help establish risk due to the physical condition of the facility or for periodical maintenance planning. A PCA provides an analysis of a building or facility including analysis of architectural, structural, mechanical and electrical system elements and predominant site features such as parking lots.

The scope and depth of our baseline PCAs is governed by the standards defined in ASTM Standard Guide for Property Condition Assessments: Baseline Property Condition Assessment Process E2018-01. The process generally includes a minimum level of observations of the facility, documentation of existing conditions (including digital photographs), and preparation of an opinion of probable costs to remedy material physical deficiencies.

Detailed PCAs that comply with ASTM guidelines and Standard and Poor’s standards and are more comprehensive in nature. Survey procedures consist of visual survey; operation of equipment, fixtures and systems to determine system operability or operating characteristics; determination of material building code violations; and collecting measurements and system counts to adequately justify estimated costs to remedy physical deficiencies and to estimate replacement expenditures.
